Abstract
Algeria faces the challenge of translating international policies into modern public management for public administration and activating them nationally into
a comprehensive national policy. It is widely recognised that the post independence atmosphere was characterised by a strong desire for growth and development, where improving performance became the primary concern for achieving social satisfaction. Algeria inherited a heavy colonial legacy of
questions and problems in all major sectors - economic, organisational, legal and financial - as well as widespread ignorance and illiteracy in society. This period was also marked by bureaucratic practices and public services that for many years failed to meet the needs of the population.
