This study aims to investigate the obstacles that prevent the optimal use of new communication media in the management of public facilities in Algeria, in light of the inevitability of digital transformation that imposed new patterns of modern administrative communication, especially in important sectors, where we
focused our research on university administration by choosing some colleges at the University of Laghouat as a research field to identify the obstacles to using the "PROGRES WebEtu" application as a model for these new media, where we used the descriptive analytical approach and adopted the interview and
observation of all kinds as tools for collecting data on this topic, and we reached a set of results, the most important of which is the existence of technical obstacles that hinder the optimal use of this application,supported by other human obstacles represented in the lack of experience and the lack of individual and collective commitment of the actors, as these obstacles combined weighed down the speed of digital transformation as a strategic option for the state.
