Financial decentralization and the possibility of applying it in sports facilities between reality and hope

Abstract

This study addresses the possibility of applying financial decentralization in Algerian sports facilities,
in light of the challenges associated with the lack of financial independence faced by these facilities.
The study aims to identify the reality of applying the financial decentralization system and its
efficiency in improving financial management, where a questionnaire was distributed to a sample of
administrative employees in the sports units affiliated with the Office of the Multi-Sports Complex in
Biskra. The results showed that there is a positive trend towards applying financial decentralization, as
most of the statements related to the possibility of application and the efficiency of the system received
high levels of acceptance, indicating the employees' conviction of the importance of enhancing
financial independence. The study highlights the importance of adopting the financial decentralization
system as a necessary step to improve administrative performance and meet the needs of sports
activities.
